Believe it or not it was a symbol of status. Rich mothers would break their daughters' feet and tie them so they healed like that. Small feet were attractive so they would find a better husband. Also they needed to be carried because they couldn't walk so only the wealthy could do this. Poorer working women needed to use their feet to walk. Unfortunately this is not limited to ancient times; it was still performed fairly recently.

According to legend, women were bound in this way to replicate an imperial concubine who danced with her feet wrapped in silk; the other concubines were envious and they all started binding their feet in order to impress the emperor. By the 12th century, the practice had become widespread among the upper classes. It was considered a thing of beauty.

they cover the feet of the child right after they are born (it helps to prevent it from developing) because in China, they believe that the smaller feet you have, the more beautiful a girl is. ("lotus feet")
they also believe that small feet symbolizes a woman who would become a great mother and all that.
(we have different opinions about beautiful :) to site other examples: in cambodia, having a long neck is beautiful, so that they have these kind of chains on their neck to make it longer. tribes in brazil have this kind of bone on their lips that they insert to a child when they are still a baby, because for them, it is beautiful and a sign of their group).
