The Electoral College was established by the founding fathers as a compromise between election of the president by Congress and election by popular vote.

The electors are a popularly elected body chosen by the States and the District of Columbia on the Tuesday after the first Monday in November (November 2, 2004). The Electoral College consists of 538 electors (one for each of 435 members of the House of Representatives and 100 Senators; and 3 for the District of Columbia by virtue of the 23rd Amendment).

Each State's allotment of electors is equal to the number of House members to which it is entitled plus two Senators. The decennial census is used to reapportion the number of electors allocated among the States.

Yes, that is how the President is elected not by the popular vote. Each State is awarded a set number of electoral votes. The party that wins the election in that state has the right to name the delegates to vote for the president. So, if the Democrat party wins the state, then the Dem's get to name the delegates to vote and naturally they vote for the Democrat candidate. Once a candidate has more than 50% then they are elected to the Presidency.

The electorial colege just makes it so that each state only get's one vote, and and the power between the states is held the same. This system makes it so that a state like california that has a high population will have the same total votes as a state like vermont that is lowly populated. So your vote dosn't decide who the president is, it helps to decide who your state wants the president to be.
