First think of a theme!!!!!
Its much easier to come up with ideas once you have a theme......

watch the show on MTV to get some ideas! But you probally wanna come up with ur own ideas... and be original. You could make the theme a genre of music like Hip Hop or Rock themed. Or you could have it mimic a movie theme like Alice in Wonderland or Aladdin. You could do a jungle theme.... if you have a Rain Forest Cafe resturaunt close by, you shoud go there to get some ideas. It is a really cool Jungle Themed Resturaunt.

You shouldn't have to do anything. Your parents should throw you a sweet sixteen party.

You should have a hollywood themed party and have everyone show up on the red carpet. That would be really cool.
