I think the best midget or dwarf actor ever was Billy Barty.
He's that midget that kinna looked like Popeye.
He was like the It guy if you needed a small person in a role.
He was in the Chevy Chase and Goldie Hawn movie FOUL PLAY, and a small role in TOUGH GUYS with Kirk Douglas and Charleton Heston.

the guy who played tatoo had a (small) role in the James Bond movie, The Man with the Golden Gun, as a character named nick-nack. Mini-me is a spoof of this character, so Tatoo would get the nod as the best ever.

there are no small roles, only small actors

I don't know for absolutely sure, but I don't think Tatu ever bit anyone's crotch. That right there puts Mini Me ahead by an inch. Not to mention his drunken naked debauchery on The Surreal Life. Mini Me FOR SURE
