As far as weather goes, I say Maine, Vermont, and/or northern Minnesota.
I lived in MN for abt a year & that 1st winter the temp remained at -25 degrees for three weeks straight. Everything was covered with solid ice, even the thinnest twigs in trees.
The temp rose up 25 degrees (to 0 degrees fahrenheit) and all the locals walked around wth their heavy coats open as if it was Spring........ but I was still freezing.
There's only 2 seasons there: Winter and July.

I don't know much about the difference in states as I am Canadian but from what I hear about certain places I would say that as far as crime goes..... New York would be the worst. As far as bad weather I would think the lower southeastern states would be bad.
