Do you have drums or disc brakes? With disc brakes remove both back tires squeeze the outer pads together with a large C clamp against the back side of the caliper to retract the caliper piston. Remove two metric bolts that hold caliper to mounting bracket and remove pads.
Usually what has happened the emergency brake cables have seized causing the pads to stay closed against the brake rotor. If this is the case replace the rear emergency brake cables for both rear calipers. they are join into one yoke beneath the rear left passenger seat. You should replace both rear caliper re-tractor springs also. Replace pads if necessary. If rotors are too thin replace those also.

Siezed Calipers or a siezed parking brake, either one could do that and must be disassembled to determine the cause- get it towed or spend even more money

Check your brake ffluid level. If the level is low, the cylinders on your calipers may need to be reset and the brake lines bled.
