Undergravels work by having a plate on the bottom of the tank with slots or holes in it. Gravel is placed over the plate. Two tall tubes stick up from the back corners of the plate to near the top of the tank. Air lines deliver air to a stone at the bottom of these tubes. When the air rises in the tube, it brings water with it and pulls water from under the plate. This causes more water to move through the gravel and plate. Beneficial bacteria grow of the gravel ad plate and bilogically filter the water.

Undergravels to a very good job of biological filtration, a fair job of mechanical filtration and offer no chemical filteration. Some models have crbon containers that can attach to the top of the tubes to offer some limited chemical filtration.

The normal recomendation for heaters is 5 watts per gallon so your 15 gallon tank would need a 75 watt heater.
