Give up your dog because you obviously aren't fit to have one.

You have to understand that a dog that barks constantly has a problem. A trip to the veterinarian or obedience training might help. But no animal barks constantly for no reason. Resolve the problem or give the dog to homeowners that have a place out in the country with no neighbors living nearby. Barking may not bother you, but it is extremely annoying, and yes, your neighbors had the right to report you.

Bring the dog inside.
No one wants to hear that all day and all night.
It is very inconsiderate to have a barking dog.
I'd call the cops too.

Apologise for being inconsiderate, and have the animal shot.
On the other hand, most people who let dogs bark 24 hours a day would probably sort out the problem by murdering the neighbours.
