how do i get it to stop?

It's normal behavior. The largest is the female and she is attempting to select what will become the dominant male. After she does they will probably spawn.

Were both of your clowns purchased at the same time? If they were juveniles that were purchased together, they will usually form a pair bond, but not always.

If purchased as adults or introduced at separate times, this isn't as likely to happen. The female (the larger one), especially if introduced first, will pick on another of the same type, harassing it to death in many cases. If yours don't get along, especially if they were purchased as adults or at separate times, you may want to keep just one of them or exchange both for a pair of juveniles where you're more likely to have a pair form. In my experience, separating them and reintroducing them (or rearranging the territories to reduce fighting) doesn't work well in this situation.

you shouldn't have more than one clown fish in your tank no matter what kind it is unless they are a mated pair. they just don't like each other

how big is your tank & did you add the 2 clowns to the tank at the same time?
