Actually, I think you have it backwards. Americans hold high respect and esteem for their system of government and the offices to which they elect their representatives, senators, and presidents. It's the men and women who abuse the powers of those offices that are often the problem.
But remember, no matter how many lies a lawmaker tells, no matter how many interns he fools around with or how many cover-ups he/she makes, our great federal republic endures because those offices are far greater than the men and women who are elected to them.
Don't plagiarize what I wrote here or I'll b*tch slap ya'. ;)

The District you are in is getting pork brought to town by the jerk you elected. Nobody seems to mind that the pork is actually coming from every-bodies paycheck and we would all be a lot richer if there was no porking in congress.
So when you get mailings from your congressperson telling you about the 3 million dollars he/she appropriated to build a baseball field in your town, you beam with pride and say "gosh my elected representative is a great guy/girl for getting me this wonderful ball-field". Meanwhile I look at my paycheck and wonder why I am sending money to you so you can have a freakin little league baseball field which is the envy of podunkville USA.
(can you sense the bitterness?)

It's all about pork and politics. Senators are expected to bring back part of the pork for their community, but too much pork causes budget problems like the national debt. Riders are attached by senators to increase or decrease the number of votes on a bill. For instance, the present military bill trying to get troops out of Iraq has over $10 billion worth of pork that has nothing to do with the war effort (most of it being farm subsidizes). Some riders to stop a bill create laws that seem out of context and weird now.

They do not have a high approval rating for their congressmen/women. It is 4 points lower than the Presidents.
Congress is 30.5, President Bush is 34.4

Essentially, it's because they get mad at "Congress" for spending billions of dollars on pet projects. What they like about their individual Congressman is that the Congressman does a good job of getting money for their area. Basically we want it both ways, we want money for our local area, but we don't want "Congress" spending money on local issues.
