The policy (to my understanding) is that we will use our nuclear arsenal if AND ONLY IF, we are in imminent danger of being attacked by nuclear weapons ourselves. Only the President can authorize the use of Nuclear Weapons and a military officer is always by the President's side with "the football", a briefcase containing the nuclear launch codes.

No expert, but I guarantee that a nuclear first strike is against international law. More importantly, a preemptive nuclear strike would cause spectacular global destabilization and set a dangerous precedent. No fission / fusion weapons have been detonated in anger for over half a century. Best to keep it that way. I don't want the 21st century to be the beginning of a new "dark ages".

With dictator Bush in power, there are no rules. And with all his mindless followers he is something like a god. I still remember when Bush promised to go after Bin Ladin. He promised and reassured us over and over. Then one day he said he didn't know where he was and quite frankly stoped looking. Our dictator is a liar and should be executed. So, yes, I would not be surprised if he nuked Canada.

The President has the power to order a nuclear attack. Harry Truman did it, twice. Until now, there has not been the need to order a first strike.

We already have. We dropped two atomic bombs on Japan. The policy is wide open. If you leave it to the military they will nuke first for sure.
