The president DOES NOT have the power to declare war.
ONLY the Congress of the United States has that power (Article 1 : Section 8 US Constitution).
The president, as the Commander in Chief, has the power to commit troops to an engagement for a limited number of days (read The War Powers Acts)

No, in fact, the President does NOT have the power to declare war. Only Congress can do that, though Congress hasn't declared war since 1941. Read the Constitution. It won't take that long -- maybe half an hour if you concentrate. Your question is answered in Article I, Section, 8, Clause 11.
Don't feel bad about not reading the Constitution -- nobody in D.C. does, either.

The President can only make a recommendation for war.
Only Congress can declare war.
However the president can send Marines to any conflict without approval of Congress.

Only Congress can declare war by majority vote. But the president can direct our military to do certain things without a declaration. Reagan used the military to attack a couple of times in Lebanon and Libya. Clinton did numerous times in Samolia, Bosnia, etc.

Congress declares war, which is why we have to wait until attacked. BUT the President, as COMMANDER IN CHIEF (the person who runs the military) has 90 days for emergency type actions. Such as levelling Iran if they harm the hostages.

Actually I believe it has to be an act of Congress.I use FDR for this example that after the bombing of Pearl Harbor he went to Capitol Hill and asked that Congress declare war on the Japanese Empire the following day.
