The answer to your question will vary by jurisdiction. Here in San Diego, I am unaware of any beaches that close. However, some of the parking areas close or prohibit overnight camping.

It varies from beach to beach. It will be posted at each beach. I know that most of them close at 10pm or at dusk.

Yes - a man with a brush comes out of a hut and sweeps all the sand back into the sea then gets out again each morning ready for opening time.
