Yes it is possible. But you did not ask how much you would spend for the equipment that would enable you to make a free call to the USA.
1. Buy your own Telecommunications Company - you can make all the phone calls you want for free
2. Buy a communication satellite and launch it into outer space - then make your free phone call to the USA.
3. Next time, when you ask a question - give more details so that you can get a good answer.

yes, go to www.ip-relay.com
put in the USA phone number you wish to call (with out the country code) [xxx-xxx-xxxx] and push connect.
then type what you want to say, and the person you're talking to's responses will be typed back to you.
IMPROTANT: when you are done writing your comunication, type GA, for Go Ahead. This will tell the operator to speak what you just typed. Then the other person will say something ending with the letters GA. Thats when you know its your turn to start typing again. If you don't put the letters GA after each communication, your words will not be transfered, and the call will be dropped.
then when you wanna hang up, type "ga to sk" which means Go Ahead and Stop Keying. Then the operator will hang up on the person you called.
