If happened again to today while I was eating lunch in a restaurant. A guy approx. 25 - 30 years old was walking out and put his hand on my shoulder and asked me if my dish that I was eating was good. All the while he was looking me in the eyes with his melting eyes.
Was this a missed opportunity again?

It's only a missed opportunity if you want it to be.
This kind of thing happens to me frequently. Grocery stores, bars, restaurants, etc.
If it happens when I am not with my girlfriend and I tell her about it later, she doesn't act surprised. She tells me to consider it a compliment and let it go.
