You didn't say if this was about yourself or someone else,
but I assume it's about another person. If this is the case,
the preface will serve as your introduction as the author
and is a place to thank those who helped you or dedicate
the book. In this window you can mention how you came
to be interested in the person and what led you to write
about them. Yes, people read them, especially if they're
interesting.

No. It would seem really self-indulgent to write a preface to your own book - especially a memoir. Let somebody else that you trust write it.

No. It is advisable to let someone else read it and write the preface. Otherwise it may appear as if you want to have your cake and to eat it too.
