Unless it has changed the most used methods are bribes, and force. It isn't lobbying over there it is cohesion.

I'm taking you back to the 70s:

"I'm just a bill yes I'm only a bill and I'm sitting here on capitol hill..."

There was a little cartoon in the 70s called "Schoolhouse Rock" where they helped children learn. They were cute little songs and it really helped people (kids) learn. If by some odd chance you can google schoolhouse rock, you might get the lyrics to that song and it will help you learn.
