JC Penney, like many other retailers do not buy from a single source. Like many other professions, the jewelry business has many different specialties. When I was in purchasing, it depended on what was being bought. We had several sources for each category; Diamonds, colored stones, gold, silver etc. Sadly, many too many items are imported now.
Is there a more specific item you are interested in or asking about?

I don't know but it is terrible quality. I bought several pieces from there and one of them was a ring. I wore it maybe 3 times and one of the diamonds fell out. I didn't get the "maintenance" plan they offer so I am SOL :(
