The weapons were around for a long time before the Turtles, man. Ninjutsu as a training discipline was hundreds of years old before the Turtles were written.
A boy was carrying a small glass fishbowl containing four little pet turtles from the pet store. While he was waiting at the corner for the light to change, an elderly blind man was crossing the street, not realizing that a truck was bearing down on him.
A courageous teen on the opposite side of the street, tackled the blind man and got him out of harm’s way.
But a canister of radioactive waste fell off the truck and broke open. It splashed in the eyes of the teenager. It also smashed the fishbowl the little boy was holding. The four turtles, along with a bunch of the radioactive waste, fell down a storm drain into the sewer. Those four little turtles mutated into the Teenage Mutant Ninja Turtles.
This is straight from the origin in their first comic book, back in the 80’s, before either of the movies came out.
They use the sai, the bo staff, the numchucks, and the katana (or the wakazashi; I’m not sure it if was specified. I didn’t want to get my comics out of their boxes, and I don’t remember that detail.)
With the exception of the sword, these are all farming implements, which the Koreans turned into weapons, when their nation was overthrown by Japan and the samurai forbade the people to own weapons (with which they could have resisted their cruel rule.) They developed the fighting schools which use those as weapons, and whenever they defeated a samurai (with farm implements!) the samurai would usually kill themselves from the shame.
