I seriously doubt the declaration of war . It's more complex than that. It's also about who is stronger in the middle east. Remember, that Saudi Arabia is it's strongest competitor. Iran has bolstered it's nationalist image at home which is always good for domestic politics. The British government, through this incident ,has provided valuable support to the factions in Iran, willingly or not, that is far from their interests.
As regard to the second question you ask, it might be in the interest of the British government to acknowledge that their people were in fact in Iranian territory even if no-one can really be sure if they were. First, because the maps of the Gulf, where those countries' sea limits lie, are in dispute. Another reason lies in a a precedent set in 2001 with Iranian capture of British service people which Britain managed to release within three days. They simply admitted their guilt and were sent home.
This is not what it looks like on the surface. It is about unresolved issues that go back to World War I .

OMG Iran smells blood in the water feels that America and England are at a weak point in the current war. Fighting amongst themselves!!! England being at a more vulnerable point than America now. I personally think Iran is making a big mistake posturing!! Mother England isnt going to play games Tony is going to slap their oil Refinery then cut off importation to the country. Iran will be walking!! If Russia starts coming in there attempting to slap Mother England the USA is going to slap the crap outta them. England is going to choke the crap outta Iran fuel wise until they give up the hostages!!! If the hostages are hurt there might not be an Iran anymore!!!

Based on the fact that the Iranians have already changed their story as to were the British Sailors and Marines were captured, they are not to be trusted and I would not believe anything they say to be true.
Even if the British were to falsely admit that their military personnel were intercepted in Iranian waters, I am sure the Iranians will make up some excuse not to release them, just as they have in not releasing Faye Turney. Then they will use the admission as evidence in their "spy trials."

Yes, they want a war! I think that is all they think about is fighting, killing and lying over their own selfishness reason (to look big in front of the other Muslim county). Hopeful to until all Muslim to unite against the western world.
