The only thing that i have is the IP address and i would like to send a plain message to it, how could that be done?
NET SEND doesn't work because the IP is in another country.

Likely you won't be able to do much with just the IP address unless it is a static address assigned to a registered domain (i.e. xxx.xxx.xxx.xxx for www.xxx.com) and you can get a contact address. If this is a personal computer's IP address, then likely you are seeing a router device and they are generally pretty secure, even with default settings. They won't respond to ping, telnet, ftp, etc... from outside addresses and unless the user opened some ports manually to forward request to an inside system, you will probably be out of luck.

You can't. The only way that you can is if they have installed a program that allows such a thing, but if it's a default-type system then not possible.

There are programs out there that are illegal, but I cant tell you those. And I certainly couldn't tell you to look at library.2ya.com
