Im Making A Dress, How Do I Make The [Skirt Bit] Poof Out, Or Flow Outwards, Instead Of Going Dead Straight All The Way Down ?

Couple of options:
- Gather the top at the waist for volume
- Add pleats
- Flair the bottom (tulip)
- Add a ruffle at the bottom

Are you following a pattern. I think there would be another piece to this skirt which will make it flow outwards..It is cut on a bias..look for a pattern like what you describe because you need to follow it.
