Caution: do not use several adware, antivirus or cleaning soft.

You better do one easy thing which could help you.
Click on Start/
All Programs/
Accessories/
System Tools/
System Restore
When you click on system restore it will ask you date of your choice choose when pc was working fine.
Follow the screen guidance.

This is the best way to solve the problem and it will not crush, delete or destroy anything. Safe and secure.
Give a try please

Very simple, the anti adaware or cc cleaner you ran on your compute might not from a good software company. uninstall it and restart your computer press F8 and select save mode and run in safe mode. then create a new user log on id, restart and run windows in normal mode and choose your old id if it doesn't work try the new on. other wise that anti adware might have deleted your windows files. You might need to reinstall your windows.
