1) Exercise. Usually 3 or 4 hours before bedttime, at the latest. Regular exercise makes it easier to sleep.
2) Diet: tell him to try not to eat or drink anything other than water for about 3 hours before bedtime. Even if he's not consuming anything with caffeine, he could be sugar sensitive.
3) Relaxation: For at least an hour before bedtime, he should try to stay away from the computer and not work. If possible, have him avoid TV, too. If he gets bored, read something light.
4) The best thing to do would be for him to get into a routine of doing things just before bed, such as: get his things ready for the morning, make any notes of things he needs to remember (this may keep him awake, get him into the ahbit of writing it down, and then leaving it alon until morning,) change into pajamas, brush his teeth, etc. and do the same thing every night. Eventually, his brain will start anticipating this, and just the performance of the routine will help him get tired.

And if none of the great advise above works there are Physicians who can provide something called Benzodiazepines. A great little number that puts you right to sleep in an hour with no hangover the next day. I take Serax and life has never been better. I'm in bed and asleep at regular hours and never had better days so tell your Doctor I suggested it will you?
I had the exact same symptoms as your boyfriend for twenty years before my Psychiatrist put me on the Serax so I'm only talking from experience see?
It's a pill.

First of all, if he's drinking any caffiene during the day, he needs to cut it out. Secondly, about an hour before he wants to go to bed, he should turn off the Tv, and do something else that calms the mind, not stimulates it, like breathing exercises, yoga, or just sitting quietly and trying to make his mind empty. If none of this works, he may need to see a doctor, or simply take some otc medication like tylenol PM or Simply Sleep.

First, have him not eat or drink 2 hours prior to bedtime, not drink caffeinated drinks or anything with msg in it after late afternoon, get exercise during the day, no alcohol and take a warm shower before he gets into bed. If that all fails try an aspirin and or milk ( not chocolate)

first off, i notice that you consider this a problem, but does he? because if he accepts the way he is no "fix" will work since he might not consider that anything needs to be fixed. some people just need less sleep than others, and it is absurd to expect all individuals to mirror socially accepted schedules...lao tzu says the key to a balanced life is to eat when you're hungry and not wait for meal times, and to sleep when you are tired and not just when the rest of the world goes to bed..

I've found that men are a lot like cats in this respect. Have him lay down and gently run your fingers through his hair and stroke his forehead. He'll be snoring in 5 minutes.

Get him to do some excerise during the day outside, then give him a good shot of alcohol before he goes to bed that should do it.
