Complicated....Benefit programs well benefit employees by offering competitive benefits such as health insurance, retirement programs like 401k programs, which are the most common benefits however their can be other benefits like free meal programs, child care programs, discount programs on services or merchandise. Firstly these things are designed to entice top quality professional people to work for your business, secondly they provide needed services for your employees and entice them to stay, you may be able to offer lower salaries in exchange for better benefits. However benefits are a huge cost for companies. It is generally expensive to provide health insurance, and to offer matching amounts for retirement programs, it costs money to feed people and offer discounts. but many of these costs are tax deductible (speak with your tax advisor for specifics) and are generally a good way to boost overall morale and productivity in the work place.

the better the employee the more reason he/she will seek a job with the best or better benefits.
If you know that you posses a saleable skill in your career you will see the best pay and benifits.
the organization must way the cost of the insurance against the need for experenced people for the job.
a second impact is the cost of retraining employees that leave for better benefits, leaving the oranization in need of a new employee that must be trained. this of course could happen monthly in a large corperation if the pay and benefits are not equal to or better than jobs from other corperations.
