C is the correct answer. It was his thinking that resulted in the balance of power that exists in our own Constitution where the Executive, Legislative, and Judicial branches of the government each have a check on the other to ensure one area of the government cannot take over and rule.

It has to be C.

If any of the others were the answer, eventually the competition would lead to one of them taking full control and there would no longer be different branches. So logically, C must be the answer.
