No, not completely true or false. Settlers in America managed a large degree of self-governance because the UK was disinterested in them. When the UK saw benefits from its American colonies it defended them (7 years war) and then tried to impose control on them. Caribbean colonies were always profitable and therefore always controlled. I could not compare the governing style to that of the French, who were surely free to do as they wished as long as they delivered sugar.
The Spanish always had more control of their colonies. From the very beginning all land conquered in America was owned by the monarch.
The Dutch are known for their purely economical approach to colonies... i doubt they enforced control beyond finance.

By the way, they were all initially brutal to the indigenous population and the imported slave population. Only the Spanish were quick to give rights to Amerindians and slaves.
