Any home center would have it but if you don't fix the reason for the leaks then it would only be a temporary fix. Make sure your gutters are unclogged and the downspouts are directing the water far enough away from the house. Installing drywells, perferated pipe, sump pumps and fixing large holes and cracks are some more drastic measures you can take depending on the severity of the problem.

As stated, most Home Centers and hardware stores. You will most likely find a product called Thuro-seal. Used the same way.
