Have you tried the store at Gallaudet University?
(for some reason I can't find an online version of the store with items showing, but this page says to call them and ask:
http://bookstore.gallaudet.edu/contactus.asp )

And here are a bunch of other places that sell "ASL stickers":

Otherwise, you might make your own stickers with "sticker paper" for the printer or photocopier. You can buy special papers intended for making stickers, or I've used adhesive paper like the stuff for making labels but in a single-sheet instead of cut into small rectanges. (If you use these in an inkjet printer, they'll bleed if wet --or you can spray lightly a few times with a clear acrylic spray, or even cover the whole paper with clear adhesive paper before cutting the images out ... OTOH, if you use a photocopier, or a laser printer or copier, or a printer which actually uses toner instead of ink, the colors will be permanent and not affected by water.)

Or you could make "decals" (with special decal paper) then glue them on.

Don't know if any or all of those are archival quality, acid-free though. For those, you might have to shop at scrapbooking suppliers that sell stickers, like these online ones:

I found a website called "Four Eyes Joke Shop"; I didn't go through the entire site; some of the articles appear to be for "adults" but they may have some material that you can use.
