China, Russia, France, Great Britian and the US are the 5 permanent members of the UN Security Council and are the only ones with veto power. China and Russia tend to vote together 90% of the time, especially on issues that benefit the US. You here a lot lately about China and US resisting US backed pressure on Iran as the did Iraq before the current war started. On many issues, Russia will ally with other countries of the former Soviet Union or with traditional allies from the Cold War like Cuba, Egypt and India. Basically it can change from vote to vote depending on the issue at hand, but in some combination of the abover, they are the ones Russia usually has at its side
