I just saw at Hobby Lobby last week near the stencils that they sell a kit for making your own stencils. It came with 2 or 3 sheets of that plastic that a lot of stencils are made of. (I think it was less than 5 dollars or so). The instructions on it said to lay their sheets on a glass cutting mat & put the pattern of what you want to stencil on top & tape it down. Then you get an exacto knife & carefully cut out the image.

Depends on the USE of the stencil...
I do alot of airbrushing... I buy "Frisket" paper: which has a light-adhesive... apply it to the item to paint... then with an Xacto knife, score the area / design to paint, remove the mask from what you wish to paint, and paint. With great care mask / stencils can be reused.
I also make some stencils from fine cardboard... cutting out the design with an Xacto knife. Then, depending on how far or close you hold the stencil from the subject... you can make the design sharp or soft (fuzzy) when airbrushing. You can also use a brush or sponge to "stipple" the design onto the subject.
A third form of "stencil" is actually a "jig" or "template" for repetitive drawing of shapes or designs.... I make them in the manner of the second type I described... or from very thin aluminum or brass or stainless sheeting, cutting with the appropriate tool.

draw what you want to be a stencil on a piece of bristolboard or cardstock and using an exactoknife, carefully cut along the edges until the picture you wnat stenciled is cut out...
how to place it would depend on your medium and what your putting it on.
Try any art supply store for supplies and ask a staff member there what you should do to place it!

The best way to make a stencil, similar to the ones you see in the craft stores, is to use plastic Mylar. I used to get it at Michael's. You should also get an electric stencil cutting knife. It resembles a wood burning pen. It 'cuts' the Mylar by melting the plastic. It gives a much cleaner and smoother edge, than you get with an exato knife. If you can't find these items at a craft store, you can get them at..

pic of your desired stencil
copy the pic
place pic over the sheeting
use an exacto knife and cut the pic and the plastic at the same time.
throw out the copy and you have the stencil
of course is you have to have detail you will need diff copies and cut them according to the detail layers

You get a stiff piece of cardboard, make your design, get a sharp blade or razon and carefully cut it out
