Been a while since I've heard it so I'm not sure if the woman was dead or not but the man the song is about had just died; hence he "stopped loving her today."
It's referring to the old "I'll love you until the day I die" line that people tend to say to the one they love.

They broke up, he said he would love her until he died, years later he died...so he stopped loving her.
