Great question and tough to narrow it down to just one. I'd have to go with these three:
1) Reggie Miller
2) Ray Allen
3) Steve Kerr
All were equally talented in their own right. Since Kerr was more of a specialist from 3, it can be argued that he's the most of a pure 3-point shooter. Currently we have Brent Barry and Jason Kapono in the league filling that role.

I'm not sure how much I enjoy the word "pure." I mean you could make a fair argument of Jason Kapono if you say pure shooter. If we're talking the BEST 3 point shooter? You can get technical and say guys like Dale Ellis. I'd go with Reggie or Bird. It's a tough call. Bird has had SO many ridiculous shots in his career that it's not even funny. Reggie is quite clutch. I'd be quite content with either of those guys on my squad.

There is no doubt in my mind that Larry Bird is and will always be the best three point shooter. Although Gilbert Arenas has looked pretty good this year.

Ray Allen, Reggie Miller and Steve Kerr are. But also Kobe and Tracy McGrady can shoot threes. The best undiscovered player who can shoot threes is Jason Kapono. He advertised himself so that the league would invite him to participate in the three point contest and look what happened: he won it.

Kurr, Alan, and Miller were by far the best. Though in the most clutch of clutch situations I would like the ball in Robert Horrys hands.
