I would recommend you to contact a exchange student organization. They will have all the information you need and will be able to tell you exactly how to become a host family. I was an exchange student in America with AFS 2001/2002. It was a great experience, and the year I came home my family hosted a student. Both were amazing experiences and something I would definetly recommend.
I think every exchange organization have some requirements for the host families, I will try to find you a link to a AFS page with information. I looked into alot of different organizations when I wanted to be a exchange student and this is the one I liked the most.
I hope this helps, and good luck in becoming a host family. I know if you do it you`ll have an amazing experience and a new family member.

If you've heard it through school, then I should contact the school. My school has news like that in the schools' newsletter and how to become a host family and find out who you've got and where from. My best friend has done this for a year with a girl from Japan, who went into the sixth form for a year at our school. She really enjoyed it and because she was learning Japanese at the time, I think it also helped her with her learning. Personally, I've never done anything like that, but my cousin was intending to come over and study in a school nearby or in my school and we would be the host family, but she decided that she wanted to go to France instead.

The best thing to do is contact the agencies that do placements, such as Youth for Understanding. They are almost *always* looking for host families. Do a web search for student exchange organization, then go to their websites to find out the guidelines and how to contact them in your area.

look in your local phone book under language schools and give them a ring. they also advertise in local papers. my in-laws would say ask for the older students as they tend to be less trouble. not that they are all trouble.
