Such that one hand is on the cell phone and the other keeps the pants from falling.... Why do they choose to dress this way which in turn gives them trouble walking in public?

Because they don't realize the original meaning of that gesture.
It came from the prisons.
Wearing your pants sagging off you means you are some other inmate's-ahem-"girlfriend". That the pants are lowered for easy access whenever the inmate wants it.
Some prisoners came out of jail with these same traditions and children around them saw them wear their clothes like that thinking it was a novelty. They emulated the man thinking he was cool and then from there it filtered throughout the culture even to the suburbs.
It's seen as a fashion statement and the all-so-common rebellion against the old generation's traditions but if they understood its origin they might not be so apt to make that statement. ;-)

Wearing pants halfway down your butt is called "sagging". It started in prison as a rebellion against the dress code. On the street, it means that you are a member of a gang. Some people do it who are not "ganged up", but wannabe.
