Depends on how she's staring and what she's staring at. She could be staring into space. If she's staring at you, it could mean she likes you, you have something hanging from your nose, she thinks you're a total freak, boxers or briefs?, you're reminding her to go through her mental checklist of....whatever, any number of reasons why a girl could be staring.
