I agree with Silly pretty much, but I heard that they used formaldehyde (not mercury) to make hats. They inhaled the fumes and it made them a bit crazy; presumably from brain damage. I heard that from a doctor who was giving a lecture when I was in nursing school. They still use formaldehyde in manufacturing some fabrics, or at least I think so, because some new clothes smell like formaldehyde (embalming fluid).
I just looked it up on the Internet, and there's more support to the mercury theory than formaldehyde; so maybe the doctor was wrong.
I guess "mad as a hatter" became an expression (to mean someone is crazy) sometime in the 1800s, and Lewis Carroll had a character called the Mad Hatter in his book Alice in Wonderland.

It means you have someone who is slightly mad. The origins of mad hatter, as in Alice in Wonderland, are that during the 18th century or before, mercury was used in the production of gentlemen's hats, the fumes from which adversely affect the brain causing brain damage - hence the phrase "mad hatter".

Hatters used mercury when finishing the hats they had made. Needless to say, this sent them a bit mad...hence 'Mad Hatter'.
If you see one now then my advise would be; stay off the mercury or whatever else it is you are snorting.
