I think it has to do with a few things, I mean cultural interest for one. Another is just the way in which their culture is heading, here we're heading more for bioengineering, there they're going for robotics, it's just the path the culture takes as it builds on where it comes from.
Also the Japanese have had robots for a long time, one of the first examples of robots comes from there, a little tea servant that is on your table and takes tea to your guests, the guests take it and it goes back to the user, it even looked like it had facial expressions.
I think as well it has to do with where their society is heading. The Japanese for instance are about to go into a drastic population decline, and their people are well educated and 90% of them or so consider themselves middle class. This means less people do to menial tasks as time goes on. A robotic workforce fixes this labour shortage and makes life good for the Japanese, and they can then work more at developing their overall culture, rather than worry of it's decline.
But in the end it's about funding and infrastructure, they have better funding and infrastructure for technology development, so they develop more technology.

basically because it is in their vein, their habit that they always like reading. everywhere, anytime, they can read. even in a train or bus. they will always carry a book or generally something for them to read such as notes, papers, leaflet, etc. so, they became the first class mind's people in which they can always give answers to almost any questions.
this is what makes koreans and japanese the first to make robots. they, who always have intelligent minds and a very imaginative mind(due to all their robotic, heroic film such as ultraman, etc.)
using their minds, which they put in together along with their scientist friends had built the first ever robot before even AS can. they are just superb in knowledge..

Technologically speaking, they are much more advanced than most of the world.
While a lot of medical breakthroughs come from Europe and/or the US, technology, gadgets and robotics are more often invented and produced in the Asian countries (Japan, in particular).
