if a dart bounces out of the board, it can be re-taken only if the dart comes back over the oche (the line you throw from)
if it lands in front of the oche the dart is in play and cannot be re-taken

No the dart will not count if it bounced out of the board caught & then rethrown again.

Probably, so long as it did'nt hit the dartboard first.
