Structural firefighters need to be able to enter hostile environments which include buildings with heavy smoke and heat. The visibility of their gear becomes important for other firefighters to be able to see them in those environments, to work together, and if one of them should go down inside they're more easily seen. Their gear also has reflective stripes, so even minimal light will reflect and aid in the recovery.

ARFF firefighters work outside the aircraft and deal with more intense heat from burning fuel and metal. Therefore there gear needs to be able to better reflect the radiant heat produced by burning fuels. Hence the silver lining on the outside.

Much less car traffic at an airfield. So reflecting heat is more important than visiblity, I guess.
