No, she was not; she was born a complete, healthy girl. Now, whether she plans to stay that way is entirely up to her. However, I think she does and that is just another rumor among countless others that float around about her. This rumor originated online early on when she was still with Bow Wow, but gained attention when she made that "Like a Boy" video recently and dressed and acted (quite convincingly admittedly) like a guy instead of a girl. Nonetheless, it is still just a silly rumor.
...And by the way, in your question, I knew what you meant, but you asked was Ciara born a Aphrodite and the word you meant was Hermaphrodite. Aphrodite is not a describing adjective - it is a name/noun. It stands for the ancient Greek goddess of love and beauty, identified by the Romans with Venus.
