here goes what I found:
What Is A Quadrennial Reassessment?
Illinois state statutes require that assessors in all counties revalue all properties in their jurisdictions once every four years. Over the years, it has been found that not all properties rise in value at the same rate. Therefore, it is necessary to revalue all properties every four years to insure uniform and equitable assessments.
In the non-quadrennial assessment years, assessors are required to review assessments and make minor changes where necessary and to assess all new property constructed during that year. But in quadrennial reassessment years, the assessors are required to view each and every assessment in detail and revalue all properties based on the market value conditions for that year. 2003 is a quadrennial reassessment year in Bloomingdale Township. When an assessor performs a quadrennial reassessment, he or she is required to mail an assessment change notice to every property owner in the jurisdiction, showing the new assessed value for that property. These notices will be mailed out sometime in the autumn of 2003.

Your question perhaps relates to the property tax assessments made by the local Municipality or city at periodic intervals. Quadrennial assessment (or reassessment) take place once in 4 years.
The purpose is to examine whether circumstances have changed since the lase conducted assessment, so that a revision could be made in the tax to be paid by the owners. Several reasons could be cited for this: inflation of property values, change in user status, state of finances of the local body, etc. There are statutes governing such periodic assessments.
