I am unable to connect my router as I can't access its admin page.

I'm having problems connecting to that IP: http://192.168.123.254/
It says cannot access this webpage while offline in IE.
Please guide me through the set up of my router. Do I need to change any Windows settings or have any installation CD?

Give 192.168.123.254 a try. The user manual, from which I garnered that information, is in the sources.
If you continue to have trouble connecting you should be able to reset the router back to the way it came from the factory by holding down the reset button on the back for around 30 seconds.

If you are getting the message that you are offline, turn your browser back on! Click the File label at the top, then uncheck the Work Offline near the bottom.
You may need to check your connection to the router, use a cable to configure it then setup wireless.

On your PC, if windows, go to the command prompt and type in "ipconfig /all" Look for the IP address of the Default Gateway. The Default Gatway is the IP address of your router. then after that hit up the manual for passwords
