I can't think of horror films, and "300" is not a horror movie, but it's gut-wrenching.
For foreign films (and I really love foreign films), here are the choices:

Of course this is an extremely subjective question, but from a narrative perspective, I found "12 Monkeys" to be nearly flawless in terms of flow, execution of concept, and expositional setup.
"City of Lost Children" is another one that's worth watching- not perfect, but extremely visually interesting, and conceptually, one of the most evocative movies I've seen in a long, long time. Also: it's foreign, so there's a point for you there.

Blackhawk Down. Betrayed by the same Clinton administration that sent them, this the story of the US Army Delta Force and Rangers sent into a mission without sufficient men and Armor to do the job. The amazing thing of this true story is not that so many were killed or injured, but that so many, due to their training, lived!

If you haven't seen them already, you should try "The Usual Suspects" and L.A. Confidential". Also, a really different and terrific movie is "Boondock Saints" with Willem Dafoe and Billy Connolly.
If you liked "Pulp Fiction", have you seen
"Kill Bill", parts 1 and 2?
