I have an older Dell OptiPlex GX200 and the screensaver will not come on.

I assume that you have correctly configured the screen saver settings.

The most likely reason the screen saver is not comming on is that something is being detected as activity which constantly resets the Saver's timer.

Check you mouse sensitivity , if it is too sensitive it can be constantly toggling between adjacent pixels.
Try detuning the mouse settings

Edit:
You can also have a wake on LAN function set. Network activity will wake the pc. There is a setting in the BIOS to deactivate this function . You can easily test this by disconnecting the ethernet cable from the PC and/or disabling a wireless card.

Right click on your desktop, go to properties, select screensaver tab and make sure the one you chose is selected.
