It may nibble at the roots (thinking they are worms) which won't hurt him (mine have done that). If you want to put him in the bowl with the plant, just be sure he has enough room and the water quality remains high, since bamboo roots tend to rot and lead to higher nitrates. Be sure to monitor the root system as you would the plant in its own bowl.

bettas are carnivorous, they won't eat roots.
they need a heated tank, preferably with a soft filter, of 2.5 US gallons or more, preferably over 5 US gallons.

bowls do not provide an adequate stable environment for any fish.

Not an ideal situation be any stretch of the imagination, but if you really must do it, follow DannielleZ's guidelines for the best chance of sucess.
