There is nothing that makes either one STICK to water but both will float on water because water is heavier than oil and soap.

There is no substance that does both. Unless your question is:
Why does soap make water and oil stick together?

It has to do with the polarity of water. Because of it's unique form water molecules are very particular what they stick to. Adding soap is like mixing in some puzzle pieces so there is a way to connect the two.

Are you sure you are reading the question right?

Oil doesn't stick to water.

But, if you add soap, THEN you can get oil to stick to water.

So, the answer to your question is that SOAP is the substance which makes oil stick to water!

Otherwise it doesn't make much sense.

soap softens the water. lowering the suface tension enough to make it easier to blend the two
