I had purchased a TVS Star City (Alloy) in July 2006. Recently It developed problems like no horn, no turn-light, no neutral indicator and no fuel indication. When I went to the service center, they told me that its regulator needs to be replaced. They are charging Rs. 403/- for the material even though the motorcycle is still under warranty. I want to know whether this is ok to replace the regulator on charge basis.

If your bike is under warranty, then the regulator should be replaced free of charge. Review your warranty agreement to see what is and what isn't covered.
Usually only stuff like tires, brakes, clutch (if it was abused), are not covered under warranty.
