Nobody mentioned it so I'm going to say it...
Come to Belgium! You do need a work permit unless you are an EC citizen...
It's no problem to marry a Belgian but I think you want to stay with your partner... So you'd have to become Belgian which you can do after you've resided here for 3 years...

If you're in the US, Canada is probably the best for you. We have full constitutional rights and legal marriage. Further, you can marry your partner, even if you are not residents of the country, several of my American friends have taken advantage of this fact. Also, under Canadian immigration and the NAFTA, you can get a work visa fairly easily and if you wish, you can apply for permanent residency status. Canada is a socially liberal country but has a fiscal conservative streak as well which balances fairly well.

Here's a website which can help you with immigration questions and info: http://www.akcanada.com/index_gay.php

I hope you can find what you and your partner can find what you are looking for, good luck.

I would have to say that the Netherlands is probably the best country, next to Canada. HOWEVER, to get married in Holland, you must have been a citizen for 6 years, at least this is what I last heard. Can't say how up to date my information is. I've no idea about Canada.

Don't go to Greece, however. Went there once with my partner and was abused more times than I care to recall!

The Netherlands, Belgium, Canada, Spain and South Africa all have same sex marriage and are very welcoming towards LGBT couples. Israel, unfortunately is still dominated by religious Orthodox Jews, who view homosexuality as a perversion and so it's not really worth moving there unless you are Jewish and want to make aliyah.

But pretty much any country in Western Europe is very gay friendly, so feel free to check out the various immigration laws.

Sweden, Canada, UK, Netherlands, France, Spain, Iceland. All of those (and probably some more countries) are gay-friendly and it shouldn't be too hard for you to get a visa and work in those countries (assuming that you are an American).

Canada is probably the easiest for Americans, since the culture is similar and the NAFTA trade agreement signed by Clinton allows U.S. worked to settle temporarily in Canada for work, without a formal visa.

Canada has generous laws permitting you and your partner to sponsor each other for immigration purposes.
