Salman Haidar Ex Foreign Secreyary says--The need is for
disciplined teams of officials that can adequately reflect the purpose of their leaders and not subtly deflect them.

Ideally it would be nice if bureaucrats actually acted as though they were more responsible to the people but since most of them were appointed by the government they serve under, the are probably more concerned about keeping their jobs.

Things don't just leak out to the press. Secrets and official documents are given to the press. This is called treason.
